Penis plugs versus turtling behavior

As my small penis starts to slip back inside at the first hint of arousal, I’ve been considering a tether spout to stop it. However, I’m not entirely sold on it—it feels slightly less than professional in comparison. Are penis plugs equally effective for stopping turtling? I recall wearing one years ago and feeling they made little difference, though that was quite some time back. Any insights would be appreciated. Ideally, I’d like to secure it to the front of the cage using a padlock.
